Authorization group in Marketing plan/element/campaign

Hi,

In general data of Marketing plan/element/campaign we have a field AUTHORIZATION GROUP,I want to understand why we need a different authorization group for every Mkt plan or element or campaign?What is the specific use of this?Is it auto determined or how?Please suggest?
