Campaign status changed to Release status without completing Mandatory Campaign To-do's

Hi Experts,

I created a campaign with two mandatory campaign To-do's(Tasks).Actually system should not allow me to release the campaign without completing the mandatory tasks in the campaign.But am able to release the campaign without completing the mandatory tasks.

Pls suggest If I missed on any settings?

In Config guide C22 also I found that the status cannot be changed without completing the mandatory tasks.But I have no clue where I am going wrong.

Please suggest.
