Cannot create a business transaction via External List Management

Greetings!

I am using CRM release 7.1.3, support pack 10.

I am trying to use ELM to create leads for a campaign. All the process steps are working and completed until I get to the "Create Business Transaction" step. The step never appears to even commence. As you can see, it remains in the step and nothing is created. This particular one has been running

for 3 days... .

Has anyone run across this issue and found a solution???
