Is it possible to assign a product category for a campaign with out pulling products?

Hi,

I have a requirement in my project where campaigns are done at a prodcut level and at product category level i.e. for e.g. i can campaign on diffrerent types of transactional products or at category (transactional) level. When i select the product category it shouldn't pull the products under transactional product category. Is it possible through standard configuration to acheive both?
