Not all contacts in Target group are loading to file export

Hi,

I have created a target group with 100 contacts and attached to a campaign element. We are not using campaign automation but we are using file export. After executing the campaign, campaign contains only 89 contacts. Is there any restriction to show only few contacts in file export file. Like contact communication preference, not maintained address etc.
