System Q74CLNT003 cannot be reached

I am just trying to create marketing plan and I am getting below error in webclient.

'System Q74CLNT003 cannot be reached'.

First question, what I have to do to resolve this issue?

I am thinking  I may have to activate some BSP service in SICF ? if my understanding is correct what service I have to activate in BSP ? what is that service name .

My research in SCN couldn't get exact answer? . Your help is highly appreciated ? .
