TPM planning hierarchy

Hi

i m discussing a business requirement to extend in TPM the customer hierarchy for the rebates planning from level 2 to a maximum level of detail (level 10) : this is required only by particular countries

How can i achieve this result ? should i create specific SEM BPS planning layouts for the specific countries ? Should i use the target group functionality for planning on single nodes of the hierarchy?
